Social Security Inquiry

Reliable social security statistics are an important precondition for good governance and policy making. However, in many countries, the quantitative knowledge base on social security is incomplete and often does not follow international statistical standards. The overarching objective of the ILO Social Security Inquiry is to assist countries in improving their quantitative knowledge base on social security.The ILO Social Security Inquiry identifies statistical information on social security, including employment-related social security schemes, public health, welfare and anti-poverty programmes and non-public schemes of different types transferring goods, services or cash to poor and vulnerable households. Responding to the lack of social security statistics outside the OECD world, the primary purpose of the Inquiry is not just to collect data but also :
  • to promote common statistical standards, which all institutions administering or supervising social security schemes should follow in order to ensure good governance in the field of social policy,
  • to assist countries in building their capacity in this field.
Main channels of data collection and countries covered
  • The main channel: a national coordinator at the country level: identifying schemes and looking for data
  • A second channel is the inclusion of data from available international and national sources
    • ADB data on expenditure and coverage used to calculate the Social Protection Index of the Asian Development Bank.
    • Data on expenditure, financing and coverage for selected countries collected by the International Social Security Association (ISSA)
    • Data on expenditure from the OECD Social Protection Expenditure database (SOCX)
    • National secondary sources composed of social security institutions annual and statistical reports, official websites


The list of countries currently present in the ILO social security inquiry is presented below. Some of them show a partial view of social protection schemes in the country which makes difficult the calculation of indicators at the macro level.
