Non-Contributory Social Protection Schemes
These schemes cover government officials and state enterprise employees. Government officials and civil servants receive medical care, pensions, chil allowances, death and disabilities benefits. However, state enterprise employees receive the same types of benefits as private sector employees, except pension.

1. Pensions
Pensions for government employees Government employees receive pensions or lumpsum payments from the government when they retire. Those retire from work owing to work-related disability or injury or loss of organs while on the job may receive a special pension. It is transferable in case of those who die for employment-related reasons or in the course of their work, the pension can be transferred to their children or relatives.
- Pension = (years of employment) × (average salary over the last 60 months before retirement)/ 50
- Lump-sum payment = (years of employment) × (average salary over the last 60 months before retirement)
500Baht Universal Pension Scheme It is financed by annual government budget. All elderly (over 60 years old) who are not in elderly public facilities or do not currently receive income permanently are eligible.
2. Health Care
Civil Servant Medical Benefit Scheme (CSMBS) It is financed by general tax revenue. Government officials and dependents are eligible for the benefits. The benefits include in-patient and out patient treatment without the provided the hospital care is provided in a public hospital. Copayment is required for some inpatient care and for private hospitals
Social Security Schemes (SSS) It is financed by tripartite contributions. Private employees or temporary public employees are eligible. Copayment requirement include maternity and emergency, and services beyond budget ceiling.
Universal Coverage Scheme (UCS) It is financed by government budget, and administered by National Health Service Office (NHSO) It provides health care coverage to all Thai citizens who are not covered by any other public health protection schemes. It provides comprehensive benefit package which include curative services, health promotion and disease prevention services, rehabilitation services, and service provided according to Thai traditional or other alternative medical schools. The benefits also include in-patient and out-patient treatment, maternity care, child births, necessary dental care including acrylic denture, preventive care, and emergency care. Copayment only required if using nonemergency services from unregistered facilities. To enrol in the program, all members must register with a contracting unit (CUP) and receive a card for care in their home area. Treatment outside the area is limited to accident and emergency care. Insured persons must visit public hospitals in their designated areas. If specialist care is required, patients are referred to a higher level of hospital, for no extra charge.
3. Social Assistance
It targets children, disadvantaged women, older people, the disabled, homeless, beggars, persons on low incomes, ethnic minorities, families in need, and victims of natural disaster. It focuses on counselling, training, assistance in kind, and emergency accommodation.
