‘Social protection: Towards universal coverage in Thailand’
 
 
            
Background
 
Early 2009, the Development Cooperation Seminar (DCS) was initiated by the Office of the UN Resident Coordinator. It is usually hosted by the Royal Thai Government (RTG) and the UN system to provide a forum for dialogue between various stakeholders; the Thai government, the UN system, civil societies, and international partners, on development issues in Thailand that are emerging and generate recommendations on policy making and implementation.
 
Previous DCSs discussed the following issues:
  1. Economic Shocks and the Vulnerable in Thailand
  2. Domestic Violence Act: Addressing Gender-Based Violence from Policy to Practice
  3. Climate Change: “Thai Voices are Heard in Copenhagen”
  4. Migration for Development: Towards a Comprehensive Migration Policy
 
The DCS offers the opportunity to call for inter-ministerial participation and contribution at a decision-making level; it was decided to hold a DCS to trigger a national dialogue on the progressive implementation of universal social protection in Thailand. The seminar will deliver policy recommendations on the way forward in Thailand to achieve the goal of welfare society by 2017.
 
When?
 The Development Cooperation Seminar on ‘Social Protection: Towards Universal Coverage in Thailand’ will be organized on Friday, 5 November 2010.
 
Purpose of the Seminar
The purpose of this 5th Development Cooperation Seminar is to bring together high-level government officials, international organizations, academia, employers, and civil society to review a current social protection system in Thailand; existing gaps and challenges, within the context of the international debate on universal basic social protection to explore how Thailand can move towards the development of a coherent social protection system to make a basic coverage a reality for All.
 
Expected Output
The seminar will deliver on the following aspects:
  1. Raising awareness among stakeholders, including the media, and develop a common view on the issues.
  2. Making recommendations on specific aspects in the design and progressive implementation of the universal coverage, including policy objectives, coherence and consistency with other development goals, financial sustainability and improving accessibility and coverage of social services to targeted groups.
