ICSW is a world NGO on social development. Members are national umbrella organizations and thematic peak organization in the countries. Divided into 9 regions, it largely coincides with the economic regions of the world. During ICSW general assembly in Honk Kong in June 2010, members adopted the Social Protection Floor Initiative (SPF-I) as a key part of the ICSW global program:

1- The 9 ICSW regions include SPF-I as part of their social policy agenda

2- Members are becoming involved in the conception, adoption, implementation, and support of the SPF at national and regional level

3- ICSW is conducting a regional training programs to help national umbrella organizations to participate in national initiatives on social protection

The International Council on Social Welfare (ICSW)  organised in October 2010 the first ever West Africa capacity building workshop on "National councils promoting social protection - Social Protection Floor Initiative" in partnership with Action Humaine pour le Développement Intégré au Sénégal (ADHIS), with the objective to raise awareness on the SPF-I and to build capacity of councils so that they engage effectively with national governments and regional cooperation bodies to influence the introduction of social protection policies and programs.
