The ILO’s Social Finance Programme continues with its collaboration with the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and its bilateral project by providing technical assistance to the Pakistan’s Federal Sehat Sahulat Program (the SSP) and the Khyber Pakhtunkhwa Sehat Sahulat Programme (KP SSP), both currently administered by State Life Insurance Corporation (SLIC), the largest life insurance company of Pakistan. The key outputs of this collaboration are two independent actuarial analyses: one of the Federal SSP and the other of the KP SSP. A third output is continued technical support to the Technical Working Group on financial KPIs for the Federal SSP, including support for the development of a separate financial KPI Dashboard for the KP SSP. For both SSPs, while the premiums/contributions made on behalf of the covered population are fixed at the start of each administrative period (typically two to three years), all bidding third party administrators (TPA) are invited to submit their proposals, including their suggested premium/contribution rates, during the TPA bidding process. Usually, those bidding for the role of TPA come from the insurance industry, with SLIC being the TPA since inception. The independent analyses done by the ILO allows for senior management of the Programmes to make an assessment as to whether the premium/contribution rates proposed by the bidding TPAs are reasonable and in line with past claims experience. The project contributes to strengthening the financial governance and risk management capacity of the relevant national institutions and their social partners by providing appropriate analytics for data-driven decision-making.
