Description

As India provides the majority of gig and platform labour which 90 percent of these are unorganized, the Government of India and Niti Aayog’s attention to the promotion of the gig and platform economy and extension of social protection of its workers, is a welcoming step. The ILO DWT CO New Delhi has been providing technical support to the Employees’ State Insurance Corporation (ESIC) of India since 2018 for its overall institutional reforms and extension of its coverage to the unorganized sector. The Code on Social Security 2020 has laid out that the ESIC would be hosting the social protection scheme for the gig and platform workers. To this end the ILO DWCT CO New Delhi is well placed to implement the project, ‘Extension of social protection to gig and platform workers in India’, in collaboration with the Ministry of Labour and Employment (MOLE) as its line ministry in the Government of India, and the ESIC as its longstanding development cooperation partner. The project will directly contribute to the Priority 3 country’s Decent Work Country Programme (DWCP) through Outcome 3.3 – national and state social protection systems are better managed with expanded coverage and increased access. The project has the objective of providing technical support for extension of social protection coverage to gig and platform workers to achieve decent work through effective tripartite social dialogue. The expected results of the project include: 1) Evidence-based analysis is developed to identify decent work deficits of gig and platform workers in India. 2) National tripartite consultations on formulating social protection framework for gig and platform workers is facilitated through social dialogue. Direct beneficiaries are social partners and government institutions being in charge of designing social security schemes particularly to unorganized workers including gig and platform workers. Ultimate beneficiaries are Indian gig and platform workers, especially those who are not currently covered by any forms of social protection and their family members.
