Description

This intervention aims to facilitate the transition to formality of informal economy workers and enterprises in the Philippines. It focuses on priority sectors such as retail trade, agriculture, construction in two to three subnational areas heavily affected by multiple crises. The beneficiaries of this intervention are informal economy workers and entrepreneurs, as well as selected partners who are duty bearers, service providers or informal economy membership organizations. The intervention partners include: local governments and local representatives of workers and employers, including those of informal economy and other relevant line agencies (e.g., Department of Labor and Employment, Philippine Health Insurance Corporation, Department of Trade and Industry), the national workers’ and employers’ organizations, and the representatives of informal economy (National Anti-Poverty Commission-Workers in the Informal Sector). The ILO provides technical assistance to addresses implementation gaps of relevant laws and policies on integrated formalization policies, particularly at the level of decentralized local governments. The intervention builds on previous achievements and government initiatives on social protection and e-government. The expected results of this intervention include: 1) a gender-responsive and inclusive integrated approach that supports formalization of enterprises and workers is developed and applied in the selected sectors in three local areas; 2) registration of local businesses is increased; and 3) social security coverage of workers is expanded.
