Outcome summary

A social protection budget review has been conducted

Outcome achieved

Social protection programme budget reviewed by Government, in consultations with constituents, identifying priority schemes that require additional investments. Coordination of delivery of social protection and employment services was mapped and identified that institutional set up in Tajikistan is the foundation for joined up service delivery to support improved labour market access of the most disadvantaged groups. The Ministry of Health and Social Protection and the Ministry of Labour, Migration and Employment progressed towards redesign of key social protection schemes.

ILO's contribution to the outcome

In order to support implementation of the policy, different methodological guidance and trainings were provided for staff in social protection and employment departments, enabling them to tailor response to job seekers with multiple social protection needs. Social protection budget review was prepared, emphasising the need to reallocate the budget, and to invest differently and more into core programmes. ILO’ s technical assistance also included: i) three webinars on social security standards (one for all constituents and two for FITUT; ii) assessment of the level of coordination between social protection and employment departments on the local level; iii) review of national social protection budget and institutional arrangements. A rapid survey about the situation of informal workers provided information on design options for the extension of coverage.
