The Single Window Service is a one stop shop for the delivery of social protection programs and employment services at local level
- Families register in a single office at subnational level,
- They are taken charge of by a Social Worker that evaluate their needs,
- Based on the needs identified, the Social Worker proposes an integrated package of programs (social protection and employment), provided by the Government, the development partners, and NGOS
- Thus, the SWS performs the following tasks on behalf of service providers : information desk, registration of the households, collection of information, vulnerability assessment and skill assessment, update of the database, enrollment of the families under the adequate programs, collection of contributions
The Single Window Service goes hand in hand with an integrated management of information system
- It facilitates flows of information between Social protection/ Employment services, local governement, line ministries and departments, and the coordinating institution. Data is entered at local level and transfered to an integrated management of information system at national level.
- It manages a single database on beneficiaries : information on the beneficiaries are gathered on a database, and is being updated regularly by the service providers.
- It is a tool for monitoring and evaluation of the programs and their impact on beneficiaries.
As such, the Single Window Service ensures 4 functions
Increase Outreach
Access to social protection and employment related services are facilitated in one location. The procedures are rationalized, the interaction between the citizens and the administration are facilitated and made more efficient and effective. The services are tailored to local needs and provided locally
Develop integration and linkages
The SWS aims to integrate the Social Protection interventions (ex. Maternal & child health and nutrition with access to education), and to link Social Protection with employment programs (ex. Access to Health Care for those enrolled under Public Work Programs, Vocational Training with access to micro-credit). As a result, it maximizes the impact and ensures graduation out of poverty. Empower the subnational institutions
The SWS established within government structures. The sub-national bodies are involved in the design, administration and oversight of the SWS
Facilitate coordination and Monitoring and Evaluation
The service provision is co-ordinated, which reduces costs through economies of scale. The resources are deployed more effectively and more efficiently. The management of information system ensures the regular collection of data on beneficiaries, the provision of the social protection and employment services, as well as the utilisation of these services. As a result, the monitoring system is stregthen, which ensures transparency and integrity.
